Measures for the Methodology Specifications of Iron Ore Portside Index

Chapter I General Provisions

Article 1. These Measures are formulated to standardize the revision process of the methodology specifications of Beijing Iron Ore Trading Center Corporation (hereinafter referred to as “COREX”).

Article 2. These Measures shall apply to the management of the “Methodology Specifications of Iron Ore Portside Index” (referred to as the “Methodology Specifications of IOPI”) by COREX.

Chapter II Review of “Methodology Specifications of IOPI”

Article 3. The COREX index compilation team shall be responsible for conducting the annual review of “Methodology Specifications of IOPI” with regards to the applicability of the “Methodology Specifications of IOPI” to market conditions, the adequacy and the distribution of index samples, and submitting the report for approval according to the procedures prescribed by COREX.

Chapter III Revision of “Methodology Specifications of IOPI”

Article 4. The revision of the “Methodology Specifications of IOPI” will occur under the following circumstances:

(1) The current methodology specifications cannot adapt to the evolving market;

(2) The methodology specifications does not align with the intended functional positioning of the index;

(3) An adjustment to the functional positioning of IOPI is proposed;

(4) Suggestions for modifications have been submitted by the Expert Committee or market participants;

(5) The “Methodology Specifications of IOPI” conflicts with applicable laws, regulations, or regulatory requirements;

(6) Other special circumstances identified by COREX.

Article 5. When COREX identifies a need to revise the “Methodology Specifications of IOPI” through its annual review, daily monitoring of index operations, feedback from the Expert Committee, market research, external enquiries and complaints, or other channels, the index compilation team will evaluate the necessity of the revision and promptly submit a proposal for the changes.

Chapter IV Major Changes and Management Measures

Article 6. Significant changes to the “Methodology Specifications of IOPI” refer to revisions that will fundamentally alter the index upon its implementation, including:

(1) Substantive changes in index specifications, including base specifications, index units, and other related factors;

(2) Substantive changes in sampling conditions, including adjustments in brands, ports, time, and specifications;

(3) Substantive changes in data processing, including normalization processes and outlier handling, etc.;

(4) Substantive changes in the index calculation method, including weights, price equivalence calculation, etc.;

(5) Discontinuation of index release;

(6) Other significant circumstances identified by COREX.

Article 7. When significant changes to the “Methodology Specifications of IOPI” occur, COREX will issue an announcement on its official website and other designated channels to collect feedbacks from the market. The announcement will include the reasons for the proposed revisions, details of the changes, the timeline for collecting feedbacks, and the proposed implementation date. The feedback collection period shall not exceed 30 days in principle.

Chapter V Revision Process of “Methodology Specifications of IOPI”

Article 8. The index compilation team shall be responsible for proposing and submitting revisions for approval according to the relevant procedures established by COREX.

Article 9. If a revision involves significant changes, the index compilation team should prepare an analysis summary and a response based on the feedbacks received, refine the revision proposal and submit it for approval in accordance with the relevant procedures set forth by COREX.

Article 10. The revision of the “Methodology Specifications of IOPI” must be announced on COREX’s official website and other designated channels before formal implementation. The announcement should detail the reasons, the content, and the implementation timeline for the revision. For significant changes, the announcement must also summarize and respond to feedbacks received.

Article 11. Significant changes shall be announced at least one months prior to formal implementation; while general changes shall be announced at least ten working days in advance.

Article 12. In case of special circumstances demanding immediate response, which, if not addressed, may affect the continuity and integrity of the index, no feedback collection will be carried out. The revision can be implemented immediately upon the approval and announcement in accordance with the relevant procedures stipulated by COREX.

Chapter VI Records Management of “Methodology Specifications of IOPI”

Article 13. The records for the “Methodology Specifications of IOPI” include, but not limited to, annual review reports, proposals for revisions, lists of revisions, approval records, relevant announcements, and feedbacks collected along with their replies regarding significant changes.

Article 14. COREX shall keep the revision-related information for a minimum of five years. This information may include email correspondence, documents stored in internal systems, meeting minutes, work logs, and other relevant materials.

Chapter VII Supplementary Provisions

Article 15. COREX reserves the rights to interpret and revise these Measures.

Article 16. These Measures shall enter into force as of the date of promulgation.

Article 17. Both Chinese and English versions are valid. In case of any inconsistency, the Chinese version shall prevail.

铁矿石港口现货价格指数编制方案管理办法

第一章 总则

第一条 为规范北京铁矿石交易中心股份有限公司（以下简称“北铁中心”）修订指数编制方案工作流程，特制订本办法。

第二条 本办法适用于北铁中心对铁矿石港口现货价格指数编制方案（以下简称“指数编制方案”）的管理。

第二章 指数编制方案审阅

第三条 北铁中心指数编制团队负责每年对指数编制方案进行审阅，就指数编制方案对市场的适用性、指数样本的充分性与分布等情况形成年度审阅报告，并按公司规定的相关流程进行审批。

第三章 指数编制方案修订

第四条 指数编制方案的修订涉及以下情形：

（一）指数编制方案无法适应市场环境的发展变化；

（二）指数编制方案与指数功能定位不匹配；

（三）指数功能定位拟进行调整；

（四）专家委员会或市场参与者提出修改建议；

（五）指数编制方案与相关法律法规或监管要求存在冲突；

（六）北铁中心认定的其他特殊情况。

第五条 北铁中心通过年度审阅、指数日常运行监测、专家委员会反馈、市场调研、外部咨询投诉等途径发现指数编制方案存在可能需要修订的情形，由指数编制团队评估修订的必要性，适时提出修订提案。

第四章 重大变更及管理措施

第六条 指数编制方案的重大变更指实施后指数将出现根本性变化的修订，包括：

（一）指数规格的实质性变更，包括指数基准值、指数单位等；

（二）采样条件的实质性变更，包括品种、港口、时间、规格等；

（三）数据处理的实质性变更，包括标准化流程、异常值处理等；

（四）指数计算方式的实质性变更，包括权重、折算价计算等；

（五）停止发布指数；

（六）北铁中心认定的其他重大变更情形。

第七条 指数编制方案涉及重大变更的，北铁中心将通过官网及其他指定渠道发布公告征求市场意见。公告内容应列示指数编制方案拟修订的原因、内容、征求意见时间安排、拟实施时间等。征求意见时间原则上不超过三十天。

第五章 指数编制方案修订流程

第八条 指数编制团队负责提出修订提案，并按公司规定的相关流程进行审批。

第九条 若修订属重大变更，指数编制团队需根据征求意见形成分析总结及答复，对修订提案进行完善，并按公司规定的相关流程进行审批。

第十条 指数编制方案的修订须在正式实施前于北铁中心官网及其他指定渠道进行公告。公告内容包括指数编制方案的修订原因、内容、实施时间等，涉及重大变更需在公告中对意见反馈进行总结和回复。

第十一条 重大变更应在正式实施前至少一个月公告；一般变更应在正式实施前至少十个工作日公告。

第十二条 如发现需立即解决，否则可能影响指数的连续性、完整性的特殊情形，将不进行意见征求，按公司规定的相关流程进行审批及公告后即可实施。

第六章 指数编制方案档案管理

第十三条 指数编制方案档案包括但不限于年度审阅报告、修订提案、修订清单、审批留痕、相关公告、重大变更的征求意见及答复等。

第十四条 北铁中心通过来往邮件、内部公文系统、会议纪要、台账等形式，对修订相关信息保存至少五年。

第七章 附则

第十五条 本办法由北铁中心负责解释和修订。

第十六条 本办法自发布之日起实施。
